The Foreign Service Buildings Act (22 U.S.C. 291-302), in
particular Section 296A), as amended, is the authority for 15 FAM 600.
15 FAM 612 SCOPE

This policy covers the maintenance, repair, alteration,
and improvement of U.S. Government-owned and leased properties acquired under
the authority of the Foreign Service Buildings Act of 1926, as amended.
Exceptions for USAID properties are
noted. Building projects funded by USAID are also covered in 15 FAM 1000. Procedures
and guidelines to implement these regulations are found throughout chapter 15
FAM 600 and in 15 FAH-1, Facilities Maintenance Handbook. The handbook
contains instructions and forms to establish and implement comprehensive
maintenance programs and annual inspections as required by 22 U.S.C. 296A and 15
FAM 600.
15 FAM 613 POLICY

a. All posts must adequately and properly maintain all
facilities abroad.
b. Each mission must establish and implement a
comprehensive preventive, routine, and special maintenance program covering all
facilities and major support systems using 15 FAH-1, Facilities Maintenance
Handbook. It provides standard procedures that must be followed for
establishing maintenance programs and for the continuous evaluation of post
maintenance needs. Deviations must receive prior approval from the Bureau of
Overseas Buildings Operations (OBO). This policy is not applicable to U.S. Agency for International Development (USAID).
c. Posts must survey and inspect each building and its
support systems annually and must document and maintain the findings on file
for review by OBO or Office of the Inspector General (OIG). Each post must
prepare an Annual Inspection Summary (AIS) following the procedures in 15
FAH-1, Facilities Maintenance Handbook, and must use it to substantiate budget
requests for routine maintenance (repair and
improvement) funding. The due date for
each post to submit an AIS to OBO is January 31st of each calendar year. This
policy is not applicable to USAID.
