a. Employees participating in an approved academic degree training program must be in a pay and duty status. They shall continue to receive their salary, annual pay adjustments and step increases while they are in the program (see 3 FAM 3000).

b. If it is in the best interests of the Department, the Director General may waive the requirement to be in a pay status upon written request from the employee (endorsed by the bureau). The requirement to be in a duty status, however, cannot be waived.

c. Employees are expected to work in their assigned positions/bureaus during duty hours, excluding time spent in academic degree training. Only the Bureau of Human Resources (HR) may approve positions to be dedicated exclusively to academic degree training and assign employees to long-term training.

d. Bureaus may permit employees to change their tours of duty or work a flexible or compressed work schedule if this is necessary due to course schedules and is in the best interest of the Department (see 3 FAM 2333.3 and 3 FAM 2334).
