INFORMATION TECHNOLOGY (IT) STRATEGIC PLAN

5 FAM 1021 POLICY

a. Following guidance from OMB, the Chief Information Officer (CIO) must develop and maintain an Information Technology Strategic Plan that explains how IT activities support the achievement of Department foreign policy goals during a three-year time span. The CIO must review the IT Strategic Plan annually to identify changes in the Departments mission, policy direction, technological capabilities, and resource levels and submit it to OMB. IRM/BMP/SPO/SPD, the Strategic Planning Division, prepares this plan.

b. The e-Government Program Board (eGov PB) must approve the IT Strategic Plan and verify that the Plan fully supports the Department of State Strategic Plan.

c. The eGov PB will use the IT Strategic Plan as a guide to control the allocation of IT development funds available in the Departments IT Central Fund. The eGov PB uses the IT Strategic Plan to justify requests for and use of funding.

d. The Department's IT Strategic Plan reflects a bold vision where information technology is an effective enabler of United States diplomacy.

e. The Departments IT Strategic Plan also reflects the CIO's primary responsibilities (see 1 FAM 270).
