TELEVISION SERVICES AND EQUIPMENT

5 FAM 571 PROCUREMENT AND INSTALLATION

a. Television (TV) service and equipment may be
acquired and installed at U.S. diplomatic missions, including principal
officer, DCM, and public diplomacy officers residences. Installations at U.S. missions must conform to the Overseas Security Policy Board (OSPB), 12 FAH-6 H-310
section entitled Technical Threat Security Standards. Television equipment is
categorized as unclassified electrical and/or electronic equipment.
b. TV signals may be received via satellite, master
antennas or by accessing existing cable TV services available in the host
country.
c. TV installations must be made in accordance with
applicable host country laws and regulations (e.g., licensing, zoning, safety
codes, copyright, historical, preservation) and U.S. copyright laws (see 6 FAM 538) on
video clubs, and cablecasting addressing U.S. copyright concerns. In addition,
12 FAH-6 references specific sections of the OSPB standards containing detailed
installation information such as antenna disconnect requirements,
counterintelligence working group (CIWG) responsibilities, and TS cleared U.S. citizen maintenance.
d. TV equipment must be procured and transported in
accordance with 12
FAM 350 and 5
FAM 920.
(1) TV services and equipment installations are
post-funded upon Bureau approval. At locations where cable or satellite
services require pay per view or service other than flat fee, occupants must
pay for personal use.
(2) In secure areas, a construction security plan
(CSP) may be required for some new construction or renovation projects prior to
the procurement and installation of televisions in these areas. (See 15 FAM 1012.3.)
(3) Signal feeds must not transit areas where
classified information is discussed or processed without the express approval
of Diplomatic Security.
5 FAM 572 TELEVISION RESPONSIBILITIES
5 FAM 572.1 Counter Intelligence
Working Group (CIWG)

Any operational requirement mandating television
installations in the CAA must be validated by the post CIWG.
5 FAM 572.2 Regional Security
Officer (RSO)

The RSO is responsible for ensuring that all TV hardware
or cabling is installed in accordance with current Diplomatic Security (DS)
security standards, operational requirements, and policies.
5 FAM 572.3 General Services
Officer (GSO)

The GSO is responsible for physical installations and
compliance with 5
FAM 573.
5 FAM 572.4 Office of Overseas
Buildings Operations (OBO)

The OBO must review and approve plans for television
equipment installations when such installations require physical changes to the
facility such as wall penetrations, runways, and electrical wiring
modifications.
5 FAM 572.5 Public Affairs Officer
(PAO)

The PAO may provide and operate various types of
television and satellite equipment in the performance of job-related functions,
primarily in public diplomacy. (See 15 FAM 723,
Basic FFA&E, Supplemental FFA&E and Other Items.)
5 FAM 572.6 Information Management
Officer (IMO)/Information Programs Officer (IPO)

The IMO or IPO may be required to assist the GSO in
installation of cable runs and in providing access to ducts and conduit inside
the CAA. Installation of equipment on the roof of a building containing a CAA
must be approved by the IMO/IPO.
5 FAM 573 Conditions of Installation

a. TV installations may proceed once the RSO certifies
that security measures are in place as specified in 12 FAM 350, 12 FAH-6
H-300, and 15
FAM 1012.3. Post must ensure that funds are available for purchase,
transport, and installation of such antennas and ancillary equipment (e.g., TV
monitors, satellite dish antennas, cabling, spare parts, and maintenance).
