Former employees are expected to refrain from engaging in
activities of any kind, including writing manuscripts or giving speeches, which
would be prejudicial to the foreign policy interests of the United States.
3 FAM 4212 PROHIBITION ON DISCLOSURE
OF INFORMATION

a. Disclosure of
classified information may be cause for criminal prosecution.
b. Unauthorized
use for personal gain of information obtained from official Government records
or documents which came into their possession or knowledge while on active duty
is restricted by statute and may be cause for criminal prosecution.
3 FAM 4213 PUBLIC APPEARANCES AND
PUBLICATION OF UNOFFICIAL MANUSCRIPTS

a. Former employees are encouraged to make public
appearances and write manuscripts for unofficial publication which
constructively contribute to the interests and objectives of the Department of
State and the Government.
b. The Department will be glad to furnish, upon
request, advice, assistance, and copies of printed publications to former
employees who wish to obtain information on particular subjects.
c. Where there is any doubt whether the content of a
proposed speech or manuscript, particularly one dealing with a foreign
relations or political affairs matter, may be in violation of section 4212,
former employees are requested to submit a draft copy to the Bureau of Public
Affairs for review prior to publication as a safeguard to protect the interests
of both the Government and the writer. Such manuscript, when published or
released, shall bear no implication that the views, opinion, or statements
expressed therein have been approved by or represent the official views of the
Department.
