(SBU) Interagency/Multilateral Agenda for the Secretary's

Participation in Trade Summit with Japan and Australia

 

PURPOSE

(SBU) State the main issues for decision and/or the specific objectives the principal has for this engagement – what does s/he need to convey or deliver as a result?  State other agencies'/countries' positions if known.  Examples:  "Deputies will decide how to address Congressional concerns with the XX program."  Or "Country participants will decide on how to advance XX efforts." "Our objective is to secure Principals' agreement to begin implementing the supplemental assistance package for YY."  Or "Our objective is to secure an agreement among country participants on XX."  Note any parts of the program that are open to the press.

 

(SBU) SCENARIO

 

EXAMPLES:

  1. (SBU) Arrival (OPEN PRESS):  You arrive at the meeting room where you greet Australian FM Marise Payne and Japanese FM Toshimitsu Motegi.  You are the chair for this meeting.  You pose for a trilateral photo to be taken by an official photographer.

 

  1. (SBU) Welcome Remarks (OPEN PRESS) (U.S./State Lead) (5 mins):  You open the meeting with 2-minute scripted remarks that reflect sustained U.S. support for the region.  After you speak, Payne gives brief opening remarks, followed by Motegi.  The press pool takes photos and video of the opening remarks. 

 

  • (U) Opening Remarks should be inserted here. 

 

  • (U) Provide concise, strategic arguments the principal should make.  Points should be action-oriented and articulate why U.S. or Department priorities and arguments should win the day.

 

  1. (U) Adoption of Agenda (U.S./State Lead) (2 mins):  The media control officer escorts press from the room.  As chair, you orally seek approval for adoption of the agenda (a purely procedural step).  If there are no objections (we expect none), the agenda is adopted and you proceed with chairing the meeting.

 

  • (U) Remarks/talking points should be bolded and written in the first person. 

 

  • (U) Provide concise, strategic arguments the principal should make.  Points should be action-oriented and articulate why U.S. or Department priorities and arguments should win the day.

 

  • (U) (IF RAISED) Use an "IF RAISED" bullet for issues that are not on the agenda but may be introduced.

 

  1. (SBU) Strengthening Cooperation (U.S./State Lead) (15 mins):  You open this section with brief points about the major activities planned for the coming year.  This is an opportunity to highlight capacity-building initiatives in Southeast Asia.  You then call on each partner country in alphabetical order to offer remarks. 

 

  • (U) Talking points should be bolded and written in the first person. 

 

  • (U) Provide concise, strategic arguments the principal should make.  Points should be action-oriented and articulate why U.S. or Department priorities and arguments should win the day.

 

  • (U) (IF RAISED) Use an "IF RAISED" bullet for issues that are not on the agenda but may be introduced.

 

  1. (SBU) Next Steps (Australia/DoD Lead) (15 mins):  FM Payne leads this segment and then invites you to speak.  You deliver the 3-minute U.S. intervention previewing major U.S. deliverables for 2018, then turn the floor back to Payne.

 

  • (U) The intervention should be bolded and written in the first person. 

 

  1. (SBU) Closing Remarks (U.S./DoD Lead) (1 min):  You deliver a closing statement to reaffirm our strategic partnership.

 

  • (U) The closing statement should be inserted here.

Lateral and required clearers should clear within one business day of receiving a non-urgent clearance request.  If you do not receive a response within that timeframe, mark the bureau/office as no response and move the paper forward.
