a. The guidance provided in 8 FAM applies to all passport agencies/centers, printing centers, and U.S. embassies and consulates (posts).
b. Passport application acceptance agents, domestic and foreign Department of Defense passport application acceptance agents, consular agents, and passport acceptance agents for other federal agencies are not Department employees and do not adjudicate citizenship, identity, or entitlement claims, and therefore do not utilize the 8 FAM for citizenship, identity, or entitlement guidance. The Directorate of Passport Services (CA/PPT) publishes separate guidance for acceptance agents.
