Diplomatic Security Public Affairs staff (DS/PA) manages a
media and public information program in support of Diplomatic Security programs.
DS/PA works closely with the Bureau of Public Affairs (PA) to appropriately answer
Diplomatic Security (DS) inquiries. DS/PA:
(1) Serves as the Bureau spokesperson to the media;
(2) Handles media inquiries and related issues for DS
programs and activities in coordination with appropriate offices in DS;
(3) Conducts media outreach to enhance the identity of
DS;
(4) Supports DS worldwide in implementing security
information programs for the Foreign Service community and U.S. citizens living
and working abroad; and
(5) Supports DS domestically by participating in and
arranging public forums with other U.S. law enforcement and other groups, and
by providing active liaison and public information materials to the private
sector including commercial, academic, nonprofit, and nongovernmental
communities.

a. DS/PA works closely with PA to ensure that all
press, media, and public inquiries addressing DS are appropriately answered.
b. DS/PA prepares daily press guidance as required for
the Departments Spokesperson and coordinates all interaction between the media
and the Bureau.

DS/PA conducts an aggressive outreach effort by
identifying and contacting media to issue information about DS programs and
activities.

a. DS/PA, working with other bureaus as necessary,
develops a full range of security information for personnel at U.S. diplomatic
missions and U.S. citizens living and working abroad to increase awareness
about terrorism, hostile intelligence, crime, and other threats.
b. DS/PA coordinates the design, development, and
production of DS-printed and audio-visual materials intended for public
release.

In concert with DS program offices, DS/PA manages a
cohesive, efficient, and user-friendly Web site for public access.

12 FAM 073.1 Identification Program

DS/PA manages a child identification program to create emergency
record cards for families. They use a digital system that electronically
captures fingerprints, a photo, and vital biographical information. Regional
security officers (RSOs) may borrow the system from DS/PA for up to 30 days to
provide this safety/security service to Foreign Service families at post.

The A-OK program provides security and safety information
and education materials for children at our posts abroad. These materials are
designed to make children more aware of dangerous and/or threatening situations
and how to avoid them or how to react appropriately in emergencies. The program
conducts an annual contest by encouraging children to submit drawings with a
safety and security theme. The program also selects several drawings as
worldwide winners and reproduces them in a calendar for the next year. This
contest provides posts with opportunities to reinforce security awareness
messages.

a. DS/PA works closely with PA to appropriately handle
DS public outreach activities and projects.
b. DS/PA supports a proactive public outreach effort by
regularly developing DS publications and other audio-visual presentation
materials that highlight the services, programs, and Bureau accomplishments .
c. DS/PA supports a range of DS information programs
abroad for the Foreign Service community, and for other U.S. citizens living
and working abroad through the Overseas Security Advisory Council (OSAC).
d. DS/PA assists and arranges employee participation in
public forums with various U.S. law enforcement and other groups including law
enforcement associations that incorporate diversity in their mission
statements, and arranges speaking engagements for Bureau leadership.
e. DS/PA works closely with the Director of the
Diplomatic Security Service, with DS directorates, and with other bureaus and
offices as necessary, including PA, to ensure appropriate review and clearance
in advance of all DS public outreach efforts.
