Place names on official documents issued by the U.S. Department of State and our embassies and consulates abroad can have significance beyond the geographic reference. Listing a place name on an official U.S. Department of State document may give rise to the suggestion that the United States takes a certain position regarding the sovereignty or political affiliation of the place. When preparing any consular document, posts should be careful to use the appropriate place name on both the header and footer of the document (jurat, etc.) and in the text of the document.

7 FAM 1422 ENTERING PLACE NAMES IN CONSULAR DOCUMENTS

The place codes in the Consular Consolidated Data Base (CCD) reflect the appropriate current U.S. Department of State understanding about the jurisdiction. 7 FAM 1300 Appendix D gives detailed directions for writing place names in passports. Follow these guidelines for writing place names on other official documents, such as Reports of Birth, Reports of Death, Consular Mortuary Certificates, etc., as well. 7 FAM 200 (Deaths), 7 FAM 1300 (Passports), and 7 FAM 1440 (Reports of Birth) all include similar reminders.

When in doubt, posts abroad should consult CA/OCS/ACS and CA/OCS/L (Ask-OCS-L@state.gov), which will confer with the Geographer (INR/GGI), the Office of the Legal Adviser (L) and the geographic bureau, as appropriate. Domestic Passport Agencies should consult CA/PPT/S/L.
