BRUSSELS — Strikes continued to rain down on Kyiv early Thursday, according to regional governor Oleksiy Kuleba. A Presidential adviser said "kamikaze" drone attacks hit "critical infrastructure" in the Ukrainian capital. Rescue operations are ongoing, and residents have been told to shelter.

In Brussels, where NATO defense ministers including Defense Secretary Lloyd Austin continued two days of meetings, Secretary General Jens Stoltenberg vowed that the alliance would "stand by Ukraine for as long as it takes." Ukrainian President Volodymyr Zelensky said his country has only 10 percent of the air defense hardware it needs and that diplomacy does not work with leaders who do not respect international law.
