The bureau provides the Departments worldwide public
diplomacy platform and partners with policy experts and missions abroad to
develop services and design programs that engage international audiences to
advance U.S. foreign policy.
1 FAM 351.1 Front Office/Office of
the Coordinator (IIP Senior Bureau Official)

a. The Senior Bureau Official of IIP is the head of the
bureau. He or she reports to the Under Secretary for Public Diplomacy and
Public Affairs and has the rank administratively equivalent to an Assistant
Secretary. The Office of the Coordinator leads the Front Office staff to carry
out and advance the mission of IIP. The IIP mission supports people-to-people
conversations with foreign publics on U.S. policy priorities. The bureau takes
a strategic, data-driven approach to develop multimedia, digital communications
Programs, Products, and Platforms. Whether discussions take place in person or
in virtual spaces, the bureaus top goal is to connect people with policy
through dialogue that is relatable and understandable.
b. The IIP Front Office supports a Diversity and
Inclusion Workgroup to attract and retain a top workforce and to advance the
Department goals of diversity and inclusion.
c. The Front Office staff includes a Principal Deputy
Coordinator and Deputy Coordinators for IIP Offices aligned to Programs,
Products, and Platforms. The Principal Deputy Coordinator has the rank
administratively equivalent to a principal deputy assistant secretary. This
position supports the work of the Coordinator and manages the Bureaus global
public diplomacy platforms, focusing on data-driven decisions and international
audience engagement.
1 FAM 351.2 Office of Policy,
Outreach and Governance (IIP/POG)

a. Working in tandem with the Front Office, The Office
of Policy, Outreach, and Governance drafts and interprets Department-wide and
IIP specific policies that support modernization and management of the bureau
and public diplomacy. POG amplifies the work of IIP inside the Department and
advocates for public diplomacy externally, by managing communications and
external relationships with the public diplomacy academic community, the
technology industry, foreign governments, Congress, and the legal community. The
Policy Office leads projects for workplace modernization from strategy to
implementation, include working with the Bureau
of Information Resource Management (IRM) and
Mobile & Remote Access (MRA) to enable an agile, digital workforce in
support of the Departments digital engagement goals.
b. POG also:
(1) Manages the creation and adherence to a bureau
strategic plan that supports foreign policy goals and objectives.
(2) Oversees the implementation of the Bureaus
strategic planning processes to ensure proper tracking to Department and National Security Council (NSC) engagement.
(3) Liaises with the Office
of Policy, Planning, and Resources for Public Diplomacy and Public Affairs (R/PPR) in managing social media guidance for the
Department.
(4) Maintains the IIP intranet, Twitter and LinkedIn
sites and accounts and Bureau information posted on State.gov.
(5) Tracks trends, creates and manages educational
opportunities and presentations for IIP and department staff on developments in
digital tools and the tech industry that map to the Bureaus mission.
(6) Vets new products and initiatives, including IT
capabilities.
(7) Facilitates strategic planning for resource
requests and allocations through the bureau.
(8) Provide general contract oversight. Assures that
an appropriate level of contracting and project management expertise is
distributed throughout the bureau.
(9) Works with Program Offices to prioritize
acquisitions and advises on procurement strategy as needed.
(10) Supports the onboarding of new hires and interns
and supports recruitment of Foreign Service
Officers (FSOs).

1 FAM 352.1 Office of Public
Engagement (IIP/PR/PE)

IIPs Office of Public Engagement manages digital networks
and advises other bureaus and posts on how to use online networks to expand
outreach to foreign audiences on U.S. policy goals. The offices young leader
networks are designed to engage aspiring government, business, and civic
leaders overseas in online and offline activities that inspire and mobilize
them around Department policy priorities. Network engagement draws on the full
range of the bureaus capabilities, including audience research, performance
analysis, design, website development, video and written content production,
translation, digital engagement and expert speaker recruitment, to raise
awareness of and spur local action in support of the Departments policy goals.
The office works closely with regional and functional bureaus and missions
abroad to identify appropriate policy objectives for engagement with the
networks.

Strategy and Training (IIP/PR/RST)

The Office of Regional Strategy and Training assists posts,
regional and functional bureaus to develop programs that are strategic and
result in measurable behavioral changes in the audience to promote U.S. policy
priorities. The office consists of two divisions: Digital Support and
Training, which helps build capacity among posts to use IIPs full suite of
products and programs via its external training programs, and leads several
Department-wide initiatives including digital/social media support, the Social
Media Hub, the global Hootsuite Enterprise, and the TechCamp program; and
Regional and Functional Strategy, which works with posts and other stakeholders
to coordinate policy strategy into IIP products and programs to meet Department
objectives. They also advise other IIP offices on post-specific and regional
issues to help improve the effectiveness of IIP public diplomacy products and
services for the field.
1 FAM 352.3 Office of Analytics

The Office of Analytics provides audience analysis that
informs posts about the bureaus decisions on content production and platform
distribution, as well as data on media usage by target audiences. Its focus is
to provide posts with the information they need to create effective public
diplomacy programs. Activities include mining available third party and U.S.
Government research, updating posts and IIP offices on audiences and media
usage trends, and designing and overseeing custom research projects. The
office conducts evaluation and measurement activities required by the
Government Performance and Results Act (GPRA) for IIP and the Bureau of Public
Affairs (PA) and ensures GPRA compliance by the Bureau of Education and
Cultural Affairs (ECA). The office also evaluates the effectiveness of IIP
programs, reporting such results and data through a formal reporting process
and presentations to the Department, the Office of Management and Budget (OMB),
Congress, and other agencies. IIP/Analytics also maintains a database of all
Department social media posts.

Content (IIP/PD/EED)

a. The Office of Editorial Content supports messaging
to foreign publics by developing and publishing written and electronic content
on subjects identified by Department and Bureau leadership. Materials are
published to IIPs ShareAmerica platform, to its INFOCENTRAL intranet site, and
to a Flickr archive of public domain images. Publications are available in
printable formats. Content forms include articles, infographics, photo essays
and individual photos, posters, and books. Distribution tools include daily
newsletters, infographics and images for social media, and a daily social media
feed.
b. The office spans two divisions:
1) The Editorial Division conceptualizes and creates
or curates content;
2) The Production Division oversees all aspects of
print and digital production, including project management and interactions
with WordPress or other publishing platforms. It maintains the INFOCENTRAL and
Flickr sites. The division also handles office administrative functions,
including budget, contracting, and purchases.

Speaker Program (IIP/PD/SP)

The U.S. Speaker Program enables U.S. citizen experts to
engage with foreign audiences worldwide, in person and via virtual platforms.
Program platforms and formats include workshops, seminars, appearances in
foreign media, and providing consultant services as requested. The U.S.
Speaker program promotes an understanding of U.S. policies and institutions,
with political, economic, social, and cultural context. U.S. Speakers address
topics aligned with Department of State strategic policy priorities, as
identified and developed by posts abroad. In consultation with IIP, regional
bureaus and other offices, U.S. speakers can be programmed with a variety of
professional audiences in a wide range of disciplines. English language
teaching and the performing arts are excluded.

Resources (IIP/PD/ELR)

The Office of Language Resources manages translation of
materials developed by the Products team, as well as seminal speeches,
statements and excerpts by the President and the Secretary of State in
cooperation with the Bureau of Public Affairs. It is staffed to provide
in-house capability for a number of languages, including Arabic, Chinese,
French, Portuguese, Russian, Spanish, and Urdu. The office is also able to
secure translations in other languages as necessary. Translation of these
languages is done via Full-time Equivalent (FTE) and contract translators and offsite vendors.

Production (IIP/PD/EVP)

a. The Office of Video Production produces video
content that promotes Department policy for use by posts, functional bureaus,
and for distribution on IIP and Department wide communication platforms. The
Office also manages the production and distribution of interactive programming
that is live-streamed on the web and available on demand.
b. The videos' content is primarily designed for social
media or event-based distribution. The office also provides resources to aid
posts own video productions, customized training to improve posts video
production capabilities and technical expertise for IIPs in-house video
production equipment and infrastructure.
c. The Interactive production team, which merged with
the Office of Video in 2017, works with the Department's functional and
regional bureaus as well as overseas posts to create and execute targeted
digital outreach events. In addition to traditional two-way video
conferencing, it deploys interactive Web chat platforms that provide live video
streaming, interactive chat and real time polling in multiple languages. The
team manages a professional grade production studio, trains posts in equipment
usage and production fundamentals, and produces high-visibility global public
diplomacy events. The team works closely with the U.S. Speakers Office to
produce virtual programming.

The Office of Digital provides secure, stable, and
scalable digital technology platforms for the Department and its missions,
including 24-hour worldwide customer service in support of embassy and
consulate website operations. These include over 190 U.S. Mission websites in
more than 50 languages. These sites are compliant with U.S. Government
mandates and provide posts with a simple interface for maintaining and updating
their websites. It also provides training to the field, usage metrics, and a
standard design and information architecture for websites, as well as emergency
management of posts sites during crises. In addition to the global Mission
website platform, the office deploys a contact relationship management (CRM)
and digital productivity tools platform (DPT) to public affairs sections at
select pilot posts across the world. CRM and DPT are secure, cloud-based,
mobile tools that empower users to manage contacts and to be able to work
anywhere, anytime, and on any device.

American Spaces are Department operated or supported
public diplomacy facilities, providing digitally enhanced physical platforms
for effective engagement with foreign audiences in support of U.S. foreign
policy objectives.
(1) American Spaces provide public diplomacy
programming designed to attract and engage targeted foreign audiences in open,
participatory dialogue and hands-on activities. They promote critical
thinking, innovation, and thoughtful discussions on issues important to the
U.S. relationship with the host country and U.S. global interests. American
Spaces programming showcases the breadth and depth of American values, ideals,
culture, and perspectives.
(2) American Spaces programming focuses on five core
programs:
(a) English language learning and teacher training.
(b) Educational advising and promoting study in the
U.S.A.,
(c) Alumni networking, projects, and activities,
(d) Cultural and outreach programs, and
(e) Information about the United States.
(3) While American Spaces are either directly operated
by the Public Affairs Section (PAS) at post, or guided via partnership
agreements, their programming engages with a whole-of-Mission approach,
supported by other sections of the Embassy or Consulate. Programming by
Ambassador, Consular, Political, and Economic Sections, USAID, the Foreign
Commercial Service, and others, may be interwoven with U.S. speaker programs,
panel discussions, trade exhibits, conferences, film screenings,
entrepreneurship training, election programming, Science, Technology,
Engineering, Arts, and Mathematics (STEAM) activities, and other programming in
support of Mission objectives. American Spaces are also platforms for global
youth network programs such as YALI (Africa), YSEALI (East Asia), and YLAI (the
Americas).
(4) No two American Spaces are exactly alike. They
span the globe in shopping malls, universities, libraries, schools and more, as
well as at or near U.S. embassies or consulates. Some are called American
Center, American Corner or America House, but all of them offer a safe place
for foreign publics to connect with America in their own backyards, with their
own devices, and take part in programs aimed at strengthening their
communities, starting a business, inspiring innovation, studying in the U.S.,
improving their local environment, learning English, and more.

a. The Office of Design directly supports IIP's
objective to connect people with policy through innovative and responsive
design of web properties, application of human-centered and user-experience
focused practices. The office sets design standards for IIPs non-embassy
digital properties, including ShareAmerica and the youth network sites YALI and
YLAI.
b. The office is staffed by a team of experts in
front-end web design, back-end coding and infrastructure, graphic design, brand
management, web production, and user experience analysis. The office conducts
rigorous testing and user research to ensure that IIPs sites and content are
optimized for performance, usability, and impact measurement, including mobile
devices and in low-bandwidth environments. The office is engaged in developing
applications to better distribute Public Diplomacy content across a wide
variety of web and mobile platforms.
c. The team contributes to cross-Department
initiatives geared toward assessing infrastructure and platform outlays with
the goal of identifying ways to build economies of scale and standardization
across the Departments web platforms.
