DOMESTIC FACILITY PHYSICAL SECURITY

12 FAM 341 SCOPE

This subchapter implements the Interagency Security
Committee (ISC) Physical Security Criteria for Federal Facilities, which
establishes a baseline for physical security measures applied to all Federal
facilities. Physical Security Standards for Department of State Domestic
Occupied Space provides for customization of the ISC security measures and
responsibilities required to address unique risks at each Department facility.

Authorities include:
(1) The Omnibus Diplomatic Security and Antiterrorism
Act of 1986 (Public Law 99-399; 22 U.S.C. 4801, et seq.);
(2) The Physical Security Criteria for Federal
FacilitiesInteragency Security Committee (ISC) Standard, issued pursuant to Executive
Order 12977, October 19, 1995, as amended by Executive Order 13286, March 5,
2003; and
(3) 1 FAM 260,
Bureau of Diplomatic Security (DS).
12 FAM 343 APPLICABILITY AND COMPLIANCE

a. The Office of Physical Security Programs, Facilities
Security Division (DS/PSP/FSD):
(1) Directs, manages, and provides oversight for
physical security of Department facilities throughout the United States;
(2) Develops domestic security policies, procedures,
and guidelines for protecting Department personnel, facilities, and
information;
(3) Ensures that all new construction and major
renovation plans for buildings that are occupied by U.S. Government personnel
under authority of the Secretary comply with Interagency Security Committee
(ISC) Physical Security Criteria for Federal Facilities;
(4) Coordinates with the Bureau of Administrations
Office of Operations (A/OPR), Diplomatic Securitys Senior Coordinator for
Security Infrastructure (DS/SI) and Office of the Security Technology (DS/C/ST),
the General Services Administration (GSA), and commercial contractors to ensure
that security installations are completed on schedule in compliance with
domestic security policies, procedures, guidelines, and design specifications;
and
(5) Ensures that all domestic facilities, whether
purchase or lease acquired, comply with the requirements set forth in Physical
Security Standards for Department of State Domestic Occupied Space.
b. All domestic facilities must comply with applicable
sections of the United States Code, the Code of Federal Regulations, Federal
Management Regulations, Americans with Disabilities Act requirements,
Occupational Safety and Health Administration regulations, Fire and Life Safety
codes, and all relevant Executive Orders and Presidential Directives in
accordance with ISC Physical Security Criteria for Federal Facilities.
c. These statutory requirements and standards apply to
all domestic facilities under authority of the Secretary of State.

Occupied Space

a. The Office of Physical Security Programs, Facilities
Security Divisions (DS/PSP/FSD) Physical Security Standards for Department of
State Domestic Occupied Space address the following requirements: perimeter
and setback, loading docks, facility exterior and interior, locking hardware,
access-control systems, intrusion-detection systems, closed-circuit television,
office suites, the Department OpenNet, classified computer equipment rooms,
classified conference/secure video data collaboration rooms, classified processing/closed-storage
area, strong rooms/open-storage areas, and vaults.
b. Interagency Security Committee (ISC) Physical
Security Criteria for Federal Facilities is For Official Use Only and
Physical Security Standards for Department of State Domestic Occupied Space is
Sensitive But Unclassified. These standards can be found on the Bureau of
Diplomatic Securitys Facilities Security Division SharePoint site.
Additionally, personnel with access to the DS Source on ClassNet may access
these standards in the Reference Library under Physical Security Programs. For
