PROTECTION OF SECRETARY OF STATE, FOREIGN DIGNITARIES,
AND FOREIGN MISSIONS IN THE UNITED STATES

12 FAM 211 ORGANIZATION AND PURPOSE

a. The Office of Protection (DS/DO/P) manages the Department's protective security program. The
office director reports to the Deputy Assistant
Secretary and Assistant Director for Domestic Operations (DS/DO). (See 1 FAM 260.)
b. DS/DO/P establishes and maintains effective liaison
with the following:
(1) Other Department elements;
(2) Appropriate Federal, state, and local government
agencies;
(3) Foreign governments; and
(4) Foreign governments'
diplomatic and official representatives in matters affecting the
Department's protective responsibilities.
c. DS/DO/P is responsible for the following:
(1) Secretary of State's
Detail (DS/P/SD);
(2) Dignitary Protection
Division (DS/P/DP);
(3) Protective Liaison
Division (DS/P/PL); and
(4) Major Events
Coordination Unit.

a. Under the State Department Basic Authorities Act (22
U.S.C. 2709(a)(3)(B) and (C)) as amended, Diplomatic Security (DS) special
agents and security officers are authorized to perform protective functions, in
the United States and abroad, directly related to maintaining the security and
safety of the Secretary, the Deputy Secretary, and other official
representatives of the U.S. Government as well as members of their immediate
families.
b. Under the State Department Basic Authorities Act, (22 U.S.C. 2709(a)(3)(A)
and (D)), as amended, DS special agents perform protective functions directly related to
maintaining the security and safety of heads
of a foreign state, official representatives of a foreign government
and other distinguished visitors while in the United States, and protect
foreign missions and international organizations in the United States.
c. Pursuant to the
Foreign Missions Act, 22 U.S.C. 4314, et seq.,
the Department may provide extraordinary
protective services for foreign missions international organizations, resident
foreign missions and officials, and visiting foreign government officials
under certain circumstances throughout the
United States. DS/P/PL is responsible for the
overall management and coordination of the
extraordinary protection program.
d. Also pursuant to the
Foreign Missions Act, DS/P/PL, through the Protection of Foreign Missions and
Officials (PFMO) program, may reimburse private security, state, or local law
enforcement for extraordinary protective services if a threat of violence, or
other circumstances, exists which requires extraordinary security measures exceeding
those which local law enforcement agencies can be reasonably be expected to
take.
12 FAM 213 REIMBURSEMENTS

DS/P/PL administers the
Department's PFMO program that contracts for extraordinary protective
services for resident foreign diplomatic,
consular or international organization personnel, foreign missions and visiting foreign government officials (under certain circumstances) in the United
States.
12 FAM 213.1 Nationwide Program

The nationwide reimbursement
program compensates Federal, state, and local law enforcement agencies, or
private security companies, for extraordinary protective
services provided to international organizations, foreign missions, and foreign officials in
cities with 20 or more foreign consulates
outside of the New York City area.

Program

The greater New York City program
compensates Federal, state, and local law enforcement agencies for
extraordinary protection provided to international
organizations, foreign missions and
foreign officials in New York City and its
greater area.

12 FAH-2, Protection Handbook (designated Sensitive But
Unclassified (SBU)), contains procedures for the protection of the Secretary of
State, foreign dignitaries, and protective liaison functions. These
procedures, derived from the authorities listed
in 12 FAM
212 mandate how all DS special agents and security professionals perform
their official protective duties.
