a. The Training Handbook provides the detailed procedural implementation of policies and guidance outlined in 13 FAM. Material in this handbook has the same regulatory force and application as corresponding material in the Foreign Affairs Manual.

b. Use the Training Handbook (13 FAH-1) in conjunction with 13 FAM.

a. The Foreign Service Institute (FSI) is responsible for establishing and administering procedures that implement Departmental training policies and the operation of FSI training programs, covering such areas as admission to FSI courses, application of tuition fees, attendance and course crediting policies, etc.

b. The Bureau of Human Resources (HR) is responsible for establishing and administering policies and procedures for administrative areas that can be related to training. These include areas such as assignment to training, coverage for per diem while assigned to training, and performance evaluation for periods of training.

c. Within overarching guidelines established by FSI and HR, bureaus, supervisors, and managers can establish and administer further internal guidelines to help manage the training needs of their employees.

a. In the course of exercising its responsibility for establishing and overseeing training policies and programs for the Department, FSI prepares a variety of documents, internal and external, which contain information further defining training guidelines. These include, but are not limited to:

(1) Standard Operating Procedures, desk guides, and other similar internal policy and procedural guidance; and

(2) The FSI training Web site on OpenNet, Department Notices and the FSI Schedule of Courses updated annually.

b. In the event of outdated material (including FAM and FAH material being updated but not yet published), FSI retains the ultimate authority to determine governing policies and procedures affecting its training programs. FSI also retains the authority to grant waivers of training policy and procedures, except where such waiver authority is identified to another party in FAM/FAH or is prohibited by laws, and covering regulations such as the U.S. Code, the Code of Federal Regulations, etc.
