13 FAM 301.5-1 MANDATORY UNIFORMED SERVICES EMPLOYMENT AND REEMPLOYMENT RIGHTS ACT TRAINING

a. In order to meet the requirements of the Uniformed Services Employment and Reemployment Rights Act of 1994 (38 U.S.C. 4335), also known as "USERRA," certain Federal executive agency personnel are required to complete training on the USERRA provisions regarding employment and reemployment rights for veterans and members of Reserve components.  The prescribed Foreign Service Institute (FSI) course is EX500 Uniformed Services Employment and Reemployment Rights Act.

b. USERRA training is mandatory on an annual basis for:

(1) All human resource professionals, to include Human Resource Officers in bureaus and posts;

(2) Hiring managers and all raters and supervisors;

(3) Uniformed employees eligible for active duty activation; and

(4) Any employee involved in interview panels and review boards.  This includes Public Members on Selection Boards and all members of Selection, Tenure and Commissioning, Reconstituted, Performance Pay and Performance Standard Boards.

c. Bureaus are responsible for:

(1) Identifying which of their employees require annual training (collectively, covered employees) and identify them as such within the Mandatory Training Dashboard in the Knowledge Center; and

(2) Ensuring that covered employees complete the required training no later than July 31st of each year.

d. Individuals that have been identified as covered employees are responsible for:

(1) Monitoring and completing the mandatory training on an annual basis; and

(2) Ensuring the designated bureau official in their Executive Office receives a transcript or certificate of completion showing they have met the mandatory training requirement.

e. FSI is responsible for providing the Work Life Division within the Office of Employee Relations (HR/ER/WLD) a semi-annual report of State employees, by bureau, who have completed the course EX500 Uniformed Services Employment and Reemployment Rights Act.

13 FAM 301.5-2 PROTECTING PERSONALLY IDENTIFIABLE INFORMATION (PII) TRAINING (PA459)

a. The Under Secretary for Management (M) requires that all Foreign Service (FS) employees, Civil Service (CS) employees, and locally employed staff (LE staff) who handle personally identifiable information (PII) while performing their official Department duties, enroll in and satisfactorily complete the Foreign Service Institute (FSI) distance learning course PA459, Protecting Personally Identifiable Information (PII).

b. It is primarily each employees responsibility to ensure they fulfill any mandatory training requirement identified in this subchapter.

c. Individuals can enroll for PA459 training online through the FSI OpenNet Web site.

d. The Departments Privacy Office (A/GIS/PRV) oversees implementation of the Departments policies regarding protecting PII and will provide guidance if bureaus have questions about this mandatory training requirement or the course content.  See 5 FAM 460 for guidance on Department policy and procedures regarding PII.

13 FAM 301.5-3 HIGH STRESS OUTBRIEF TRAINING (MQ950/MQ951)

a. The Director General of the Foreign Service has mandates that all employees, Civil and Foreign Service who spent more than 90 days in a high stress post attend an outbrief program.

b. Individuals must enroll in High Stress Assignment Outbriefing Program (MQ950), taught by experienced officers in Medical Services and the FSIs Transition Center.

c. Individuals in special situations (e.g., extreme scheduling conflicts, physically located at a non-CONUS assignment, or needing individualized training) may ask for an individual briefing, High Stress Assignment Outbriefing Program - On Demand (MQ951) from RMO/P at their onward assignment or for LE Staff/TCNs, at their home post.

13 FAM 301.5-4 equal employment opportunity and harassment overview training (pT176)

a. Equal Employment Opportunity and Harassment Overview (PT176) training is mandatory for all supervisors and employees who serve on assignment panels, bureau awards committees, as career development officers, or as examiners in the Bureau of Human Resources, Office of Recruitment, Examination, and Employment (HR/REE).

b. S/OCR regularly conducts 60-minute training sessions throughout the year, both domestically and overseas, as requested by bureaus/offices/posts.

13 FAM 301.5-5 SMART SYSTEM ADMINISTRATOR TRAINING
