a. Foreign Service medical providers (FSMP) and regional medical officers/psychiatrists (RMO/Ps) provide mental health evaluation, treatment, and/or referral to local providers for employees and eligible family members (EFMs) at posts abroad. (See special conditions outlined in paragraphs b and c of this section.) U.S. Government-controlled facilities may be used in conjunction with evaluation and/or treatment provided by Department of State medical providers.
b. Evaluation or treatment of employees and family members for mental health and/or substance abuse issues at critical threat human intelligence (HUMINT) posts should not be provided by non-U.S. citizen physicians or providers except under exigent circumstances wherein immediate medical care is required to reduce the possibility of permanent damage or if death is likely.
c. Evaluation or treatment of employees and family members for mental health and/or substance abuse issues at noncritical threat human intelligence (HUMINT) posts should be conducted in U.S. Government-controlled facilities when medically practical. Evaluation and/or treatment shall not be provided by physicians or medical providers from critical-threat countries except for exigent circumstances wherein immediate medical care is required so as to reduce the possibility of permanent damage or if death is likely.
