a. The Deployment Stress Management Program (DSMP) is established under the Office of Medical Services/Mental Health Services (MED/MHS) and is based in Washington, DC.
b. The DSMP will integrate the activities of the Department of State to support the psychological health of Foreign Service officers and other Department employees and their families who are affected by deployments to high-threat/high-stress/unaccompanied tours (HT/HS/UT). This includes stress prevention and resilience building, early stress detection, and consultation and treatment. This integration will also encompass the entire time course of the deployment: resilience building before and during deployment; early stress detection and consultation on treatment during the deployment; and education, referral and consultation on treatment after return from deployment.
c. Support of the psychological health of Foreign Service officers and other Department employees and their families, is a community effort. The DSMP will coordinate services with the Family Liaison Office (FLO), Human Resources, Employee Relations, Foreign Service Institute and other Department offices, and other Federal agencies and institutions as necessary to optimize support for the psychological health of these employees and their families.
d. The Director, DSMP, will advise and report to MED/MHS on policies and programs related to the psychological health of Foreign Service officers, Department employees and their families affected by deployments to HT/HS/UT.
