a. Bureaus must assess and maintain records on the effectiveness of academic degree training programs implemented under this authority (5 CFR 410.308(d)).
b. Programs shall be evaluated at least annually against the criteria upon which they were based (strategic goal, staffing problem, identified training need).
c. Bureaus shall collect all data elements specified by the U.S. Office of Personnel Management (5 CFR 410.308(d)). This information shall be provided to the Foreign Service Institute (FSI) or to the Bureau of Human Resources (HR) upon request.
d. Bureaus shall set up files for each academic degree training program and each employee in the program. These files shall be made available to FSI or the HR upon request.
e. Bureau training officers shall record degrees awarded in the Global Employment Management System (GEMS). Academic degree training courses that have been successfully completed shall be included in the Employee Profiles provided they are documented in Form SF-172, Authorization, Agreement and Certification of Training, submitted to the FSI Office of the Registrar (FSI/EX/REG). Academic degree training shall also be included in the Departments annual training plan.
f. Academic degree training courses should be documented in the employees Individual Development Plan (Form DS-1922) if the bureau requires IDPs.
