14 FAH-3 H-511 BACKGROUND

a. The Federal Acquisition Reform Act and Office of
Federal Procurement Policy (OFPP) Policy Letter 05-01, require Federal agencies
to have a system for certifying and reporting the completion of all required
courses and on-the-job training. Certification is discussed in 14 FAH-3 H-337.
The Federal Acquisition Institute (FAI) has implemented a U.S. Government-wide,
Web-based system for tracking acquisition workforce training, certification,
warrants, and individual development plans. The
Federal Acquisition Institute Training Application System (FAITAS) provides the
required reporting system for domestic contracting personnel; information on
training completed by contracting personnel abroad is available from the
Foreign Service Institute (FSI) and from
posts when submitting requests for contracting officer appointments (see 14 FAH-3 H-342).
b. FAITAS is a secure
government-wide web-based system that allows acquisition workforce members to
apply for government sponsored training and Federal Acquisition Certifications
(FACs) such as FAC-P/PM and FAC-C. Use of FAITAS allows the Office of Federal
Procurement Policy (OFPP) in the Office of Management and Budget (OMB) to
collect government-wide acquisition workforce information and to maximize
acquisition training opportunities. FAITAS provides an accepted system for all
civilian agencies to verify acquisition workforce certification and training
across agencies. OMB has mandated the use of FAITAS by all agencies for
applying for acquisition training as well as certification.
c. OMB/OFPP requires all
domestic acquisition workforce members: Contracting Officers, Contract
Specialists, Contracting Officer Representatives (CORs) and Program/Project
Managers to register in FAITAS by creating a profile. Refer to FAI.GOV for
profile creation assistance and help desk inquiries. Currently, overseas
contracting personnel are exempted from the FAITAS requirement. Refer to 14 FAH-3 H-340 for overseas training requirements and 14 FAH-2,
Contracting Officers Representatives Handbook, for specific COR guidance.
d. Department of State
employees are required to sign up for all training through the Departments
official corporate training systemthe Foreign Service Institutes (FSI) Student Training Management System (STMS) which is
the Departments official training database used for official legislative
reporting. All applications for acquisition training must be completed using
the FSI training registration process,
which includes submittal and approval of the SF182; reference 13 FAH-1 H-721 for greater detail. In addition to the FSI training registration process, applications for
training within the Federal Acquisition Institute (FAI) and Defense Acquisition
University (DAU) courses must be entered into FAITAS.

FAITAS is used by both the
heads of contracting activities (HCAs) and the Procurement Executive to:
(1) Profile the Departments acquisition workforce;
(2) Help determine current and future training
requirements for contracting personnel;
(3) Assist in determining qualifications for issuance
of contracting officer warrants;
(4) Monitor individual career development plans;
(5) Assess program effectiveness in achieving
compliance with the training requirements of this handbook; and
(6) Help ensure that proper recognition is given to
contracting personnel for performance.
