U.S. Missions in countries experiencing volatile economies may request an emergency increase to the Local Compensation Plan to address the lag in LE Staff compensation rates behind that of comparator companies due to the following economic conditions:

(1) Increase in the rate of inflation: When the host government or other reliable sources of local cost-of-living statistics, such as the IMF, report an increase in the consumer price index since the effective date of the last LE Staff compensation when annualized, exceeds 100-percent; and/or

(2) Changes in the local currency exchange rate: The local currency has depreciated by more than 100-percent in the U.S. dollar exchange rate used for post operation expenses during the time period since the effective date of last LE Staff compensation review.
