15 FAM 911 Policy

a. The intent of chapter 15 FAM 900 is:

(1) To promote safe and healthful living and working conditions for all U.S. Government employees and their family members; locally employed staff (LES); contractors; visitors; and others performing official duties on Department of State-controlled or leased diplomatic or consular facilities abroad;

(2) To set policies to implement the Occupational Safety and Health Act, Executive Order 12196, 29 CFR 1960, and other environmental authorities;

(3) To conserve and protect the environment by managing and controlling activities that could result in emissions, discharges, and/or disposal of hazardous materials; and

(4) To administer an effective loss-control program to protect equipment and property from loss due to accident, fire, and disaster.

b. This directive applies to all activities and facilities at diplomatic and consular posts abroad that are subject to control of a chief of mission under section 207 of the Foreign Service Act of 1980; except for facilities under control of other agencies that have their own equivalent safety, health, and environmental management program adopted and implemented in accordance with Executive Order 12196 and other applicable authorities.

15 FAM 912 Scope

The Safety, Health, and Environmental Management (SHEM) Program, in the Directorate for Operations, Office of Safety, Health, and Environmental Management (OBO/OPS/SHEM) seeks to protect and conserve Department of State resources abroad and to protect operational continuity. This is accomplished through the avoidance, elimination or proper management, and control of hazardous conditions that can result in physical harm, illness, death, property loss, or environmental damage. It includes:

(1) Injuries or illnesses to personnel abroad, including locally employed staff (LES), family members supported by the Department of State, and contract employees, related to an activity of or on premises under the control of the Department of State and the Agencies;

(2) Damage to or loss of equipment, material, and property owned or leased by the Department of State and the Agencies abroad through accident or other casualty;

(3) Damage to or loss of non-Department of State or non-Agency property abroad where related to the use, or activity of, or on the premises under the control of the Department of State or Agencies through accident or other casualty;

(4) Fires, explosions, hazardous materials contamination, and other similar incidents that may threaten people, property, and equipment; and

(5) Emissions, discharges, and/or disposal of hazardous materials that may adversely impact the environment as well as environmental health factors such as air and water pollution, water potability, ambient radiation, and pesticide.
