4 FAH-1 H-411 PURPOSE

The organization codes are established to identify the responsible and benefiting organizations for accounting, budgeting, cost accounting, payrolling, personnel management and reporting, supplies, equipment and property accountability, and inventory management. Organization codes have been assigned to domestic offices, posts abroad, special offices abroad; points of origin abroad, destination, and locations of personnel; nonpost activities, as required; other Federal agencies, international organizations, and other activities, as required. The organization codes authorized for Department of State and serviced agencies worldwide use are published in this section.

4 FAH-1 H-412 DOMESTIC OFFICES

a. Requirements for new codes are incorporated as approved. No other duplicate and competitive codes are authorized for organizations, posts, and activities listed in this section. Subordinate domestic organization codes are not required for financial reporting except at the option of the bureaus or offices that require internal organization cost data for management purposes. For payroll classification and personnel management, the full six-digit code is used. Miscellaneous 99 codes have been included as the 3rd and 4th digits (reading left to right) to collect undistributable expenses (other than salaries) which are not of sufficient magnitude to warrant distribution to organizational units.

b. Codes 57 through 98 are used in the 5th and 6th digit positions of domestic office codes to identify cities in which field offices are located. They may be used in the other U.S. agencies (400000) or the international organizations and activities (500000) code series. In the other cases, code 10 is used to denote domestic assignments and code 30 to denote assignments abroad on the Departments staffing pattern. The assigned city codes are:

c. Code 99 is used in the 5th and 6th positions of all organization code series to denote the intransit organizations, as applicable. These codes are constructed by using the first four digits (reading left to right) of existing organization codes, followed by 99. The intransit organization codes apply to all domestic, posts abroad, other U.S. Government agencies, and international organizations and activities.

The use of state codes (299901 to 299956, 2999GQ, 2999RQ, and 2999VQ) listed below is restricted to travel and transportation from and to home states for appointment and separation actions. Transfers to the Department and other assignments within the United States are identified by the six-digit organization codes listed in 4 FAH-1 H-421. For assignments to schools use the proper FSI codes shown in 4 FAH-1 H-420.
