5 FAH-1 H-1011 GENERAL

a. The Department uses Diplomatic Notes for correspondence between the U.S. Government and a foreign government (see 5 FAH-1 H-600).

b. Letters may be used in correspondence with foreign government officials except when diplomatic notes are appropriate (see 5 FAH-1 H-400).

c. A consular post conducts direct correspondence with local officials or their district. In the absence of a diplomatic representative, a consular post official may correspond directly with the central government of the country in which the district is located.

d. This chapter contains guidelines for anyone in the Department responsible for corresponding with foreign governments in an official capacity. It also provides links to official current listing of the countries, official designations, and capitals of the world. This chapter concludes with specific instructions regarding the use of "United States of America.
