5 FAH-2 H-632 CLASSIFIED FACSIMILE
MACHINES

A classified facsimile machine transmits classified
information via secure voice equipment (SVE), which encrypts the data prior to
transmission. Vendors may advertise these machines either as secure or TEMPEST
type fax machines.

A secure fax is a common commercial product. A TEMPEST
fax is a specialized commercial product, equipped with enhanced shielding, to
prevent the fax machine from discharging electronic emanations. Both TEMPEST
and secure fax machines are equipped to interface with the SVE to encrypt
data. The Departments Certified TEMPEST Technical Authority (CTTA) is the
certifying authority that grants approval to operate TEMPEST or secure fax
machines. You must comply with the 12 FAM 645.6 and 12 FAH-6 H-651
when installing the equipment.

a. Facsimile installations within the controlled access
area (CAA) shall be approved by the Technical Surveillance and Countermeasures
Branch of the Bureau of Diplomatic Security (DS/CMP/TSC) and the Foreign Post
Telephone Branch of the Bureau of Information Resource Management (IRM/FO/ITI/LWS/FPT)
prior to procurement.
b. Direct line telephone installations entering the CAA
should only be considered when it is not possible to install a telephone line
through the computerized telephone switch (CTS) that administers the telephone
line leading into the CAA. If this is the case, post CIWG must submit a
recommendation waiver to both DS/CMP/TSC and IRM/FO/ITI/LWS/FPT for approval
prior to installing the direct line.
c. Devices connected to telephone circuits or direct
outside lines that enter into the CAA must be installed with Telephone Security
Group (TSG)-approved disconnects (see 12 FAH-6
H-651.5-4(8) and H-651.5-5(8)).

a. You must obtain approval from the chief of mission
to procure and install a classified facsimile machine. Post must provide
funding for both procurement and maintenance of the fax equipment.
b. You must select only National Security Agency
(NSA)-approved facsimile machines by contacting the IT Infrastructure, Systems
Integrity Division, Crypto Services Branch (IRM/FO/ITI/SI/CSB) for the most
recent list of approved models and vendors.

Posts procurement officer should address the purchase
request to the Office of Acquisitions Management (A/OPE/AQM). A/OPE/AQM
will subsequently order the item from the vendor and advise the vendor to
forward the item to A/OPE/AQM. A/OPE/AQM must arrange shipment to post via
diplomatic courier pouch.

You should purchase two facsimile machines to maintain
adequate backup for post. The second unit serves as a shelf spare to replace
the primary unit when repairs are required. Contact the Technical Assistance Desk
at 202-647-3878, 24 hours a day, for assistance in programming the SVE
parameters to interface the fax. Contact the Office of LAN/WAN Services (IRM/FO/ITI/LWS)
for information about arranging maintenance from a private vendor. Please contact
the Digital Services Branch of the Bureau of Information Resource Management
(IRM/FO/ITI/LWS/DSB) for the disposition of obsolete classified fax media with
data storage capabilities.
