a. Travel messages (TMs) are used to announce assignments to Foreign Service positions and to convey related information. They contain specific authorizations for the travel of you and your eligible family members (EFMs), home leave, shipment and storage of effects, training or other temporary duty (TDY) enroute to the gaining post, payment of salary, per diem, allowances, special payments, etc. Travel messages are used for transfers between posts abroad and transfers between Washington and posts abroad.

b. Travel message (TM) formats are designed to convey required information consistently. The order of data elements must be followed exactly. Refer to 3 FAH-1 H-3764 which shows the correct format to use for travel messages originating at posts abroad.
