Selection is based on:
(1) The employees initiative in advancing the labor
dimensions of U.S. foreign policy, including mission program plans for the
promotion of democracy and human rights, and the linkage between trade and
internationally recognized labor standards; the building of trade union support
for economic reform; and the employees ingenuity in applying available
resources, such as those of the U.S. Agency for International Development
(USAID) and non-governmental organizations, to further these objectives;
(2) The employees ability to identify the
relationship between significant U.S. interests and objectives and events,
developments, and trends in the labor area as well as the ability to anticipate
such developments and trends; the ability to synthesize information from a
variety of sources into coherent reporting; and the ability to analyze and
interpret developments and trends, reach conclusions, and recommend action;
(3) The extent to which the employee has developed
accessible and representative contacts within the primary institutions relating
to the labor function, including the labor movement (its leadership and rank
and file), grassroots organizations and other democracy-building groups,
government offices dealing with labor issues, relevant management
organizations, academicians, and the media;
(4) The extent to which the employee makes appropriate
use of information from the U.S. Government, other governments, representatives
from AFL-CIO, international labor bodies, and other sources;
(5) The employees responsiveness to specific
Department reporting priorities, such as in-depth analysis and reporting on
developments in worker rights and on the labor dimensions of economic and
political reform;
(6) The employees skill in reporting on, analyzing,
and generating support for U.S. labor policy objectives in the International
Labor Organization (ILO), international agencies and conferences, Department of
Labor (DOL) technical cooperation programs and DOL to ministry activities,
international/national public and private sector activities and programs for
the eradication of child labor, and the implementation of other core labor
standards; and
(7) The employees ability to report on and analyze labor
markets; labors impact on countries stability, trade competitiveness, and
implications for the U.S. labor market; industrial relations and social
dialogue; social safety net programs; structural adjustment; training and
workforce development programs; occupational safety and health programs,
including the mining sector; and programs designed to promote the welfare of
women, minorities, the disabled, and other special populations.

a. A supervisor must nominate a nominee for this
award. Nominations for group awards will not be accepted.
b. Nominations must be signed by the nominator, supervisor
(aka the approver who may also be the nominator), and the higher-level endorser
before submission to the Bureau of Human Resources, Office of Performance
Evaluation (HR/PE). Nominations written by a supervisor, principal officer,
consul general or USAID director must be endorsed by the chief of mission.
Nominations written by the chief of mission must be endorsed by the Assistant
Secretary. Nominations written by the Assistant Secretary need no
endorsement. An Assistant Secretary or equivalent must endorse nominations
submitted by DOL.
c. Nominations should be submitted using the one-page
nomination submission form available on the HR/PE website. Nominations must
cite three supporting written examples illustrative of the nominee's reporting
and/or policy initiatives or recommendations during the previous 16 months.
Nominations must be unclassified and include the reference numbers and dates of
each cited example.
d. The Special Representative for International Labor
Affairs from the Bureau of Democracy, Human Rights, and Labor or designee (at
the deputy assistant secretary level or equivalent) and the DOL Deputy Under
Secretary for International Labor or designee (at the deputy assistant
secretary level or equivalent) will co-chair the selection committee. The
remaining members of the selection committee are usually officers with prior
labor reporting experience.

for Outstanding Leadership in Expeditionary Diplomacy

a. The Ryan C. Crocker Award for Outstanding Leadership
in Expeditionary Diplomacy was established in 2007 by Secretary of State
Hillary Rodham Clinton to honor Career Ambassador Ryan C. Crocker, former
ambassador to Lebanon, Kuwait, Pakistan, and Iraq, and first charg at the
reopened U.S. Embassy in Afghanistan. This award recognizes employees who
excel in the most challenging leadership position overseas.
b. The recipient receives a certificate signed by the
Secretary of State and a cash award of $10,000.
c. If the recipient is a member of the military, the
recipient may only receive the certificate. The runner-up will not receive the
cash award.

a. The Swanee Hunt Award was established by the former
U.S. Ambassador to Austria, Swanee Hunt, to recognize outstanding achievement
in improving the status of women globally by advancing their influence in
policy formulation and promoting women as participants in the political and
economic process or as policy shapers.
b. There will be two recipients of this award:
(1) A Foreign Service or Civil Service employee; and
(2) A locally employed staff member at a U.S. embassy
or consulate.
Each recipient will receive a cash award of $5,000 and a
certificate signed by the Secretary of State.

recognizes outstanding achievement in international environmental affairs,

expand U.S. diplomatic engagement through exceptional self-initiative as well

results-producing teamwork, particularly in the face of challenging
circumstances.
b. Department employee
recipients will receive $10,000, a certificate signed by the Secretary of
State, a glass statuette which is a miniature of the large One Team Award, and
a letter from the Secretary of State for his/her official personnel file.
c. Contractor recipients
will receive a certificate and letter of recognition, both signed by the
Secretary of State and provided to the individuals company in appreciation of
the contractors performance, in coordination with the contracting officer.
