a. Management and Budget Resource classifications are required for the Security Resources Management System (SRMS) and other programs in the Department. Project classifications are required for International Narcotics Control, Department of State, and agencies serviced by the Department of State: Department of Commerce, International Trade Administration and U.S. Travel and Tourism Administration, and Department of Agriculture, Foreign Agriculture Service. These codes are entered in the Budget Resource/Project Code field.

b. The Foreign Service Institute (FSI) uses the Budget Resource/Project code field for course numbers and the accumulation of costs by the FSI courses. The Bureau of International Organization Affairs (IO) enters conference numbers in this field to account for costs by conference. Other offices use this field for similar management reports, with totals by Budget Resource/Project Code.

c. New and revised classifications will be assigned as required.

The following Management/Budget Resource classifications, with related function and object classifications, are used to control and account for funds available, obligations, expenditures and costs for the Departments Security programs and management/budget resource issues. Funds available and financial plans are shown at the resource code and major functional levels; i.e., function codes with parentheses, and as such are followed by detail codes and those without subcodes; e.g., 5420. Obligations, expenditures, and costs are accounted for at the lowest function, activity, and object code levels for each major category. Function title abbreviations, limited to 20 positions to save space, are shown in parentheses after the full title if that title exceeds 20 positions. These are used as prescribed for certain financial reports.

Project accounting is required for the financial control and management of International Narcotics Matters. The following project numbers and obligation numbers are used, within the Departments uniform Account Structure and Classification Codes, for classifying and controlling fund authorizations, obligations, subobligations, liquidations, and costs under 19-11_1022 and any other authorized fund symbols. The project codes consist of functional activity codes and serial numbers and are therefore shown in this section. The obligation numbers are included, because they are used in the project accounting to identify cost components and method of project implementation. The Bureau of International Narcotics Matters (INM) and the allottees are responsible for the selection and assignment of the project and obligation numbers, as prescribed in 4 FAH-1.
