Overseas Department of Defense Passport Application
Acceptance Program for Regular Passport books and Passport Cards

8 FAM 604.2-1 Introduction

a. When authorized by Passport Services (CA/PPT), Department
of Defense (DOD) acceptance agents at a DOD Passport Application Acceptance
Facility (PAAF) overseas who are primarily designated to support special
issuance passports may also accept and/or process regular passport applications
(form DS-11, form DS-82, and form DS-5504) if the applicant is:
(1) Applying for a regular passport book and/or
passport card;
(2) Requesting routine service; and
(3) Eligible to use the DOD Passport Application
Acceptance Program as:
(a) DOD personnel stationed or residing abroad or their
eligible family members residing with them (including retirees);
(b) U.S. Government civilian employees and American Red
Cross personnel stationed or residing abroad or their eligible family members
residing with them; or
(c) Non-personal services contractors.

8 FAM 604.2-2 DOD PAAF
Responsibilities

a. The DOD PAAF should accept all regular passport
applications in accordance with the Federal Passport Agent's Reference Guide (Fed
PARG) as published by the Special Issuance Agency (SIA). DOD PAAFs must
forward passport applications via lockbox, under the cover of a form DS-1832
transmittal form listing all of the passport applications in the package, for
domestic adjudication.
b. Form DS-11 must be executed in accordance with the Fed
PARG, to include collecting all appropriate fees.
c. The DOD PAAF's APO address must be used for the
mailing address on all passport applications (not the applicant's personal APO
address). Additionally, the six-digit acceptance facility number must be
annotated by the acceptance agent in the "In Care Of" field on forms
DS-82 or forms DS-5504 so lockbox can capture the proper mailing address.
d. Original or certified copies of evidence of
citizenship must be attached to the passport application.
EXCEPTION: To ensure that
a U.S. citizen is not in a foreign country without a valid travel document,
in lieu of submitting the passport, the acceptance agent may send a true copy
of the passport data page with the form DS-11 or form DS-82. A true copy
means the original document was seen and compared with the copy by the
acceptance agent, and that the copy was then stamped and initialed by the
acceptance agent.
If the applicant has another travel document, the
original passport must be submitted. Examples of other travel documents
include:
A second regular passport; or
Another type of passport (i.e., a special issuance passport).

e. Original or certified copies of the evidence of
relationship to the applicant's parent(s) must be attached for minor applicants
(see 8 FAM
502.2).
f. When the DOD PAAF receives the new regular passport,
the applicant must submit her/his current regular passport to the acceptance
agent for cancelation prior to receiving the new passport.
g. The acceptance agent must cancel and return the
submitted passport prior to releasing the new regular passport (the DOD
acceptance agent may only cancel a special issuance passport if the applicant
is no longer entitled to it--see 8 FAM 503.3
or refer DOD acceptance agents to the Fed PARG).
h. The DOD PAAF must follow directions in the Fed PARG
to keep the DOD executive agent and SIA up-to-date on all DOD PAAF contact
personnel and DOD PAAF address changes.

Agency/Center Responsibilities

a. The passport agency/center must adjudicate the
passport application in accordance with 8 FAM 702.
b. If a passport application is suspended (see 8 FAM 801.1),
the passport agency/center will work closely with the DOD PAAF on cases
requiring additional information or action, including all fee problems. The
passport agency/center will send the electronic information request letters
(e-IRLs) to the DOD acceptance agents (see 8 FAM 801.2).
c. All passport books will be printed at the passport
agency/center that adjudicates the passport application and the evidence of
U.S. citizenship will be returned with the passport. Passport cards are
printed and mailed from the Arkansas and Tucson Passport Centers.
d. All issued regular passports will be sent to the DOD
PAAF via the military APO postal service.
