a. ACP-127 (Allied Communications Publication 127,
Communications Instructions, Tape Relay Procedures) is a publication of the
Joint Chiefs of Staff of the Armed Forces. ACP-127 contains precise
instructions for preparing, transmitting, and handling telegrams transmitted
over U.S. military communications facilities. The Department uses a
telegraphic format modified from ACP-127.
b. A telegram in transmission format is text, which has
been prepared for transmission by Department of State telegraphic processing
software.
c. A format line is a single line of characters that
performs a transmission function or functions in an ACP-127 format telegram.

Government transmission facilities are owned or leased by
the U.S. Government and operated by its employees. Government transmission
facilities are organized into a global network, so that any U.S. Government
post with a transmission facility can communicate with any other post with a
transmission facility.

a. All telegrams transmitted over government facilities
must follow the prescribed procedures promulgated in Joint Army, Navy, Air
Force Publications (JANAPs) or Allied Communications Publications (ACPs) listed
below:
(1) ACP-117, Allied Routing Indicator Book;
(2) ACP-121 Communications InstructionsGeneral,
ACP-121 US SUPP-I, Communications InstructionsGeneral (U.S. Supplement);
(3) ACP-127 Communications InstructionsTape Relay
Procedures, ACP-127 US SUPP-I Tape Relay Procedures (U.S. Supplement); and
(4) ACP-131 Communications InstructionsOperating
Signals.
b. The Department is responsible for distributing ACPs
and JANAPs to Foreign Service posts. Address all correspondence regarding
these publications to: IRM/DLO (Defense Liaison Office), Room 4428 HST.
c. The Department of State maintains a listing of
current routing indicators (RI) of all its posts, missions, and relay stations
abroad and in the U.S. This is the Department of State Publication, known in
its short form as DOSPUB. It is also known as the Department of State
Teletypewriter Routing Guide.

Few posts abroad, if any, use telex or commercial
telegraph services due to the ease of using e-mail or facsimile machines. At
posts where these services are used, the Information Programs Center (IPC) acts
as the U.S. Government liaison to the host government telegraphic authorities.
IPC will register the U.S. missions telegraphic address with the host
government authorities so that the mission can commercially send and receive
telegrams. The address is composed of the city where the mission is located,
preceded by AMEMBASSY for embassies, AMCONSUL for consulates, and other
designations as directed by the Department.

a. The Departments telegraphic processors convert
outgoing telegram formats into modified ACP-127 transmission format. ACP-127
format conforms to National Communications System (NCS) standards and ensures
intercommunications between U.S. Government telecommunication facilities. The
ACP-127 format is composed of 16 format lines containing separate components.
Each line must be in the specific order indicated in 5 FAH-2 H-320.
You do not need all the format lines for all messages.
b. If you deviate from the ACP-127 format, the
Departments telegraphic terminals and relay equipment will reject the
telegram. You must understand the purpose of each format line and its
components so that you can correct errors during processing. See 5 FAH-2 Exhibit
H-314 for an example of a typical formatted telegram.
