ESTABLISHING OR UPGRADING Radio NETWORKS

5 FAH-2 H-751 PLANNING PHASE

a. All radio network
projects establishing, upgrading, or changing radio networks must be
coordinated through the Radio Programs Branch (RPB). If overseas, the project
must also be coordinated with the Regional Information Management Center
(RIMC). The planning and initiation phase of radio network projects begins with a compelling
need. Overseas post management, including
the Chief of Mission (COM), management officer,
regional security officer (RSO), and
information management officer (IMO), identify a radio network installation,
upgrade, or change as the solution to
fulfill a post need and submit a requirements
statement to RIMC and RPB for evaluation. Domestically the customer should
submit a requirements statement directly to RPB.
b. The IMO must submit
radio requirements and a general proposal
to the RIMC and RPB for technical
assistance. RPB and RIMC will coordinate a
survey with the post IMO to determine the options available and equipment
needed for the project along with cost estimates.
Domestically RPB will respond to requirements requests with a technical
solution directly to the customer.
c. The following
considerations will assist in planning radio projects:
(1) Define goals and
benefit to justify the project;
(2) Is host nation approval
required for frequencies?; and
(3) Will coordination
with Overseas Building Operations (OBO) or
General Services Administration (GSA), to obtain a functional lease for housing the radio equipment, be required?

Once a valid need is
determined in accordance with 5 FAH-2 H-751 , RIMC and RPB will advise the customer on matters
regarding the radio network proposal and provide cost estimates for equipment.
Funding and procurement must be coordinated between the post, bureau, and RPB
in accordance with 5 FAH-2 H-760. The nature of the project and availability of funds
will determine the funding source/s.
5 FAH-2 H-753 PROJECT DEVELOPMENT PHASE

RPB and/or RIMC will
review the requirements statement and the technical requirements survey
results, and either provide technical approval or return the proposal with
recommended technical solutions for approval/discussion with the customer. Once the
projects technical solution is complete
and approved RPB will prepare hardware specifications, topographical and
frequency profiles, and installation
plans.
5 FAH-2 H-754 EQUIPMENT INSTALLATION

a. The IMO must coordinate radio installations or
upgrades that alter the structure of Department facilities with the post facility manager, Diplomatic Security (DS),
Diplomatic Telecommunications Service Program
Office (DTS-PO), RIMC, RPB, and post management. These installations
must conform to applicable standards and procedures in effect at the time as
established by OBO and the Overseas Security Policy Group. The antennas must
be installed in accordance with OBO guidelines.
b. Domestically
agreements will be coordinated between GSA and/or facility owners to meet
existing requirements.
c. Where a
non-State agency is located in a Department facility, cleared agency
technicians may perform installations after the coordination and approval
process has been accomplished.
5 FAH-2 H-755 LOCAL GUARD FORCE
NETWORKS

a. The regional security
officer (RSO) or post security officer (PSO) must establish a local guard force
(LGF) radio network in coordination with the post IMO/IPO and ensure the
network is compatible with any existing E&E/EAC, and ADM networks. For
existing LGF radio networks, the RSO/PSO must ensure the equipment is
functioning properly provides the appropriate coverage, and the equipment meets
operational needs. For systems that need to be established, upgraded, or
changed, the IMO/IPO should refer the RSO/PSO to the procedures in 5 FAH-2 H-751 and 5 FAH-2 H-756 OTHER AGENCIES
b. When LGF radio
equipment is government furnished equipment (GFE), the RSO and the PSO must
establish a LGF radio network in coordination with posts IMO or IPO to ensure
the LGF radio network is compatible with any existing post radio networks.
c. When LGF radio
equipment is CFE, the RSOs government technical monitor (GTM)/ contracting officer's representative (COR) should ensure appropriate coverage and operation
needs are being met within accordance to the contract.
d. Regardless of whether
the equipment is GFE or CFE, posts IMO or IPO should ensure appropriate
coverage and operation needs are being met.
5 FAH-2 H-756 OTHER AGENCIES

a. If an agency at post wishes to establish a radio
network or significantly alter an existing radio network, the agency head at
post should first receive approval from
the COM and advise the IMO of the agencys plans. The agency and IMO must then coordinate
a survey to determine the impact of the
proposal on the existing post and/or host government radio systems.
b. The agency and IMO
should then consult with IRM/EA (External Affairs) to determine if the new
network or changes raise reciprocity or politically sensitive issues. If
IRM/EA concurs with the proposal, the requesting agency, in concurrence with
the IMO, should obtain consent from the host government for permission to use
the proposed frequency. The IMO, RSO, RIMC, RPB,
and post management should provide expert guidance to the agency survey team
and participate in the survey The survey team should draft a written report
for the COM on the results and analysis including:
(1) The uses of the new or changed system;
(2) The impact, if any, on existing post and host
government systems;
(3) Security procedures applicable to installation and
use of proposed system; and
(4) System operating procedures.
