COMMUNICATIONS TO THE UNITED NATIONS

5 FAM 221 POLICY

a. Since 1947, the United States (U.S.) Representative
to the United Nations (UN) has been the appropriate channel for communications
between the U.S. Government and the UN and delegations accredited to it.
b. All diplomatic communications to the UN or missions
accredited to it must be transmitted by the U.S. Representative to the UN or
their designee.
c. All communications from the Department or its posts
to the United States Mission to the United Nations (USUN) containing
instructions for the USUN and for delegations accredited to the UN must be
approved either by principal officers by title or the Bureau of International
Organizations Affairs (IO). See 5 FAM
223.
5 FAM 222 SCOPE AND AUTHORITY

a. The policy in this chapter applies to all
communications from any Department of State office or post to the UN and other
international organizations in the UN system. It also applies to any proposed
discussions or visits with officials of the UN, representatives of Missions to
the UN, and other international organizations.
b. The authority for this policy is Section 1 of the
State Department Basic Authorities Act, 22 U.S.C. 2651a. See also the UN
Participation Act of 1945 and 22 U.S.C. 287 et seq.
c. Nothing in this policy authorizes any interference
with the independence of the Office of the Inspector General (OIG) or
the conduct of its work in accordance with the provisions of 1 FAM 050 and the
underlying legal authorities establishing the OIG.
5 FAM 223 RESPONSIBILITY

The Bureau of International Organization Affairs
coordinates all communications from the Department to the UN. IO ensures that
all proposed communications fall within the scope and authority of the
Department.
5 FAM 224 COORDINATING VISITS WITH USUN
(CT:IM-130; 05-01-2012)
When Department or other Government officials wish to
visit UN officials in New York or representatives of UN Missions on official
business, send advance notice to the USUN via IO, in writing whenever possible,
so that the USUN may make proper substantive and administrative arrangements. A
member of the USUN staff, at the USUNs discretion, normally accompanies
officials on their visits.
5 FAM 225 DISCUSSIONS IN WASHINGTON

The USUN, in conjunction with IO, normally arranges
discussions in Washington between U.S. Government officials and the United
Nations Secretariat or officials from the Mission of other states to the UN on
UN matters .
5 FAM 226 OTHER INTERNATIONAL
ORGANIZATIONS IN THE UN SYSTEM

All official communications and visits with officials of
other international organizations in the UN system should be coordinated
through the appropriate U.S. Mission in Geneva, Montreal, Rome, Vienna, Paris,
or Nairobi, with prior approval from IO.
