general authorities of the Secretary of State for managing the Department and
conducting foreign relations.
b. Executive Order 12877 of November 3, 1993, amended
Executive Order 12569 of October 16, 1988. This amendment, related to the
Compact of Free Association and Public Laws 99-239 and 99-658, delegated to the
Secretary of State the responsibility of conduct of U.S. relations with the
Freely Associated States.
c. Taiwan Relations Act (Public Law 96-8; 93 STAT.
14).
d. Section 107 of the North Korean Human Rights Act of
2004 (Public Law 108-333), 22 U.S.C. 7817, created the position of the Special
Envoy on Human Rights in North Korea.
e. Section 7 of the Tom Lantos Block Burma JADE (Juntas
Anti-Democratic Efforts) Act of 2008 (Public Law 110-286) created the position
of the Special Representative and Policy Coordinator for Burma.

(3) Generate and coordinate formulation of approved
policy guidance for the Department Spokesperson, other senior officials, and
U.S. missions in the EAP region;
(4) Provide advice on how to shape the U.S. Government
message for U.S. and regional audiences and on likely public reaction to
proposed policies, actions, and statements; and
(5) Serve as the EAP's liaison with the Department's
