1 FAM 471.1 Responsibilities

The Assistant Secretary for Conflict and Stabilization
Operations (CSO):
(1) Is the Secretary of States senior advisor on
instability, conflict and stabilization;
(2) Formulates and implements policies and proposals,
and provides policy counsel at decision-making levels on conflict prevention,
response, and stabilization policies and programs under the overall direction
of and in coordination with the Under Secretary for Civilian Security,
Democracy and Human Rights (J);
(3) Leads the development of a unique brand of
conflict prevention and mitigation analysis, programming, and operations in
coordination with relevant Department bureaus and other agencies;
(4) Works with other U.S. Government agencies to
strengthen the U.S. Governments analysis and planning to conduct operations
that prevent political violence, atrocities, and the spread or emergence of
violent extremism.
(5) In coordination with the Bureau of Legislative
Affairs (H) and relevant functional and geographic bureaus, engages with the
U.S. Congress, nongovernmental organizations (NGOs), foreign governments,
international/regional organizations, the private sector, and the public on
conflict prevention, response, and stabilization capabilities and operations;
(6) Directs the strengthening of staff expertise to
serve as an early warning, analysis, planning and monitoring capability for
conflict prevention and response for the Atrocities Prevention Board (APB), as
well as the Department, Chiefs of Mission, and other USG agencies;
(7) Supervises the Principal Deputy Assistant
Secretary (CSO/P); and
(8) Performs other duties as assigned.

1 FAM 472.1 Principal Deputy
Assistant Secretary (CSO/P)

The Principal Deputy Assistant Secretary (CSO/P) performs
the following functions:
(1) Performs the duties of the Assistant Secretary in
the absence of the Assistant Secretary;
(2) Advises the Assistant Secretary on formulating
policy, establishing goals, integrating operations, and implementing programs,
as applied to CSOs areas of conflict expertise preventing political violence
and mass atrocities, and countering the emergence or spread of violent
extremism;
(3) Exercises lead oversight and policy management
responsibility for the integration of the bureaus conflict prevention, and
stabilization operations, deployments, and programs;
(4) Maintains close working relationships with the
leadership of the Departments regional and functional bureaus, identifying
suitable opportunities for CSO to help bureaus and chiefs of mission deal with
conflict prevention, response, and stabilization;
(5) Works closely with the Departments functional
bureaus, USAID, DOD, and other agencies to ensure integrated operations;
(6) Serves as the bureaus point of contact with the
Office of the Director of U.S. Foreign Assistance (F) to determine proper
levels of program funding for CSO and to ensure that conflict prevention,
response, and stabilization programming is fully integrated with the
objectives of other Department bureaus and U.S. Government partners;
(7) In coordination with the Bureau of Legislative
Affairs (H), engages with the U.S. Congress on conflict prevention, response,
and stabilization operations and programs;
(8) Supervises the Deputy Assistant Secretary for Near
Eastern, Western Hemisphere and European Affairs; and the Deputy Assistant
Secretary for African, East Asian, Pacific and South and Central Asian Affairs;
the CSO Executive Director; and the Director, Office of Partnerships, Strategy,
& Communications; and
(9) Performs other duties as assigned.
1 FAM 472.2 Deputy Assistant
Secretary for Near Eastern, Western Hemisphere and European Affairs (CSO/NEA
and WHA-EUR)

The Deputy Assistant Secretary for Near Eastern, Western
Hemisphere and European Affairs performs the following functions:
(1) On the basis of analysis and lessons from CSO
Offices of Analysis, Planning, Programs, and Learning (APPL 1 & 2), works
with senior Department leadership, National Security Council, regional and
functional bureaus, and Chiefs of Mission to design CSO operations to support
broader U.S. policy goals for the Near Eastern, Western Hemisphere and European
regions. Provides leadership and direction of regional analysis, planning,
programming, and learning related to the U.S. Governments efforts to
anticipate, prevent and respond to violent conflicts within countries and
regions;
(2) Advises the Assistant Secretary and the Principal
Deputy Assistant Secretary (CSO/P) on analytic, planning, operational,
monitoring, evaluating and learning goals and objectives. Facilitates in the
design, implementation, and support of regional and country plans to counter
violent conflict;
(3) Monitors and directs the use of staff and other
resources to achieve bureau operational priorities. Ensures that monitoring
and evaluation programs inform future activities;
(4) Prioritizes field activities utilizing analytic
frameworks;
(5) Develops resource and strategic plans. Recommends
the use of program funds to enhance the effectiveness of overseas engagements;
(6) Oversees the APPL-1 Office and works closely with
the Office of Partnerships, Strategy, & Communications (CSO/PSC) to
integrate bilateral, multilateral, civilian-military, nongovernmental, and
other partners into all stages of the operations; and
(7) Performs other duties as assigned.

Secretary for African, East Asian, Pacific and South and Central Asian Affairs
(CSO/AF and EAP-SCA)

The Deputy Assistant Secretary for African, East Asian,
Pacific and South Central Asian Affairs performs the following functions:
(1) On the basis of analysis and lessons from CSO

Strategy, & Communications (CSO/PSC)

The Office of Partnerships, Strategy, & Communications
(CSO/PSC) performs the following functions:
(1) Works with conflict prevention, response, and
stabilization offices of partner governments and multilateral organizations to
develop headquarters and field-based coordination strategies to ensure that CSO
activities are coordinated with other programs in countries of interest.
Develops and maintains strategic relationships with other U.S. Government
agencies, Congress, foreign governments, multinational organizations,
non-governmental organizations, academic institutions, civil society
organizations, and the private sector. These relationships advance CSO efforts
to expand its outreach, deepen its expertise, and draw on outside resources in
pursuit of its essential conflict and stabilization operations in at risk
nations;
(2) Develops strategies with regional Bureaus that are
designed to integrate new and emerging partners into early warning assessments,
planning and operations, and coordinates CSOs activities with NGOs, Diasporas,
and other non-traditional actors in the execution of conflict and stabilization
operations;
(3) Oversees the management of the Bureaus
relationship with its Congressional oversight committees. In coordination with
CSO/P/EX, participates in the development and implementation of strategies to
obtain sufficient funding and authorities from Congress;
(4) Develops and puts into operation public-private
guidelines and mechanisms for collaborating in conflict prevention and response
with the private sector;
(5) Provides public affairs and outreach functions for
the bureau. Formulate, execute and evaluate communication policies, strategies
and activities for the Bureau that are focused on garnering support, expertise,
and cooperative planning in concert with CSO stakeholders; and
(6) Coordinates the activities related to the
recruitment and maintenance of the Civilian Response Network (CRN), a group of
subject-matter specialists who share specialized conflict and stabilization
knowledge and experience with the Bureau on a short-term basis.
1 FAM 473.2 Office of the Executive
Director (CSO/P/EX)

The Office of the Executive Director (CSO/P/EX) performs
the following functions:
(1) Provides financial management and budget support
for all CSO operational and programmatic resources;
(2) Provides domestic administrative management and support
activities within the bureau, including administrative policy development,
human resources management and services, information systems management,
procurement, property management, travel, logistics, security, management
analysis and evaluation, and contracting;
(3) Serves as CSOs internal controls manager,
establishing internal management controls and conducting periodic vulnerability
assessments;
(4) In coordination with the APPL Offices and the
Office of Partnerships, Strategy, & Communications (CSO/PSC), assists with
the compilation, drafting, and submission of budget planning documents; and
(5) Performs other duties as assigned.

Affairs (CSO/NEA)

The Regional Offices report to their respective Deputy
Assistant Secretaries, and perform the following similar functions, but for
different regions of the world:
(1) Provide regional and country-specific expertise in
conflict analysis, and planning. Support and advocate for U.S. policy goals
and objectives, as well as CSO priorities, including: preventing mass
atrocities; countering violent extremism; and preventing political violence.
Support senior-level CSO deliberations with the regional and functional
bureaus, USAID, National Security Council Staff, and diplomatic posts over the
objectives and design of country operations;
(2) Facilitate the design, implementation,
coordination and monitoring of regional and country strategies and operations
to prevent atrocities and political violence and to counter violent extremism,
in coordination with relevant functional bureau(s) and on the basis of
requirements identified by the Secretary, Assistant Secretary, and/or Principal
Deputy Assistant Secretary and requests from regional bureaus, ambassadors, and
others;
(3) Based on the analysis, subject matter expertise,
and learning provided by the Office of Analysis, Planning, Programs and
Learning (APPL), determine staffing requirements of CSO regional initiatives in
conflict prevention, response, and stabilization operations in coordination
with the relevant regional and functional bureaus, chiefs of mission, and other
partners, where appropriate;
(4) Provide regional or country-specific expertise,
and play a leading role in the planning, development implementation,
coordination and monitoring of critical initiatives consistent with the
Department and Bureau support of U.S. policy goals for the region and country,
and to support the bureau's thematic focus on atrocities prevention, countering
violent extremism, and preventing political violence;
(5) Provide guidance to and coordinate support for
deployed CSO employees;
(6) Based on standards and methods devised and
provided by the APPL offices, ensure accountability by measuring progress and
effectiveness of deployed teams against specific goals set at beginning of
deployment and other appropriate measures, and make course corrections where
necessary;
(7) Implement and perform oversight with respect to
foreign assistance program funds allocated to CSO, including any remaining 1207
program funds allocated under section 1207 of the FY 2006 National Defense
Authorization Act;
(8) Manage in-country CSO operations including
selection of team leader; and
(9) Performs other duties as assigned.

Hemisphere and European Affairs (CSO/WHA-EUR)

Planning, Programs and Learning (CSO/APPL)

The Offices of Analysis, Planning, Programs and Learning
(APPL -1 and 2) report to their respective Deputy Assistant Secretaries and
perform the following similar functions:
(1) Provide research, analysis and expertise that
helps CSO and its partners clarify its understanding of conflict; types of
violence; their defining characteristics, factors which mitigate or contribute
to conflict, and corresponding programmatic and diplomatic approaches;
(2) Provide research and analysis in support of
horizon scanning and early warning to help the bureau manage its portfolio and
identify and prioritize places at risk and key conflict issues to investigate
further or raise within the Department;
(3) Identify, research, and incubate the development
of CSO policies, methodologies, and tool-kits, and their application by the
rest of the bureau, for prioritized thematic issues, areas of expertise and
corresponding unique and distinct types of programming and field activities;
(4) Provide subject-matter expertise on topics
critically important to U.S. Government efforts to prevent and mitigate
atrocities, violent extremism, and political violence;
(5) Develop and maintain the bureaus capacity to
conduct and apply structured analytics methods that fuse empirically-supported
models of conflict and decision making from social sciences with big-data and
computing power to unearth insights about conflict and instability and forecast
conflict and crisis outcomes;
(6) Develop and support the application of analytic
standards, methodologies, and tools to help CSO and its partners better
understand specific conflicts and the suitability of potential prevention and
mitigation strategies and interventions;
(7) Develop, capture, maintain, and disseminate best
practices and tools for:
(a) Undertaking analysis of the causes and sources of
conflict,
(b) Undertaking planning and strategy development, and
(c) Designing, implementing, and monitoring programs
and diplomatic activities in support of U.S. Government goals to prevent and
mitigate atrocities, violent extremism, and political violence.
(8) Work with other offices in CSO to plan and
allocate program funds in support of conflict prevention, response, and
stabilization objectives;
(9) Conduct and manage evaluations of CSO and, where
appropriate, U.S. Government efforts to prevent and mitigate atrocities,
violent extremism, and political violence. Collect, synthesize, and
disseminate lessons learned from CSO and others evaluations to inform ongoing
and future work;
(10) Work with regional offices and CSOs training POC
to establish a learning environment that promotes communities of practices
around core CSO functions and areas of interest and ensures CSO personnel
receive training and mentoring to necessary to meet bureau goals;
(11) Compile, organize, and make easily available
information on conflict prevention, response, and stabilization and provide
dedicated research staff able to respond to priority information requests; and
(12) Perform other duties as assigned.

Affairs (CSO/AF)

The Regional Offices report to their respective Deputy
Assistant Secretaries, and perform the following similar functions, but
for different regions of the world:
(1) Provide regional and country-specific expertise in
conflict analysis, and planning. Support and advocate for U.S. policy goals
and objectives, as well as CSO priorities, including: preventing mass
atrocities; countering violent extremism; and preventing political violence.
Support senior-level CSO deliberations with the regional and functional
bureaus, USAID, National Security Council, and diplomatic posts over the
objectives and design of country operations;
