6 FAM 1921 PURPOSE

a. The Office of
General Services Management, Media Services Division (A/OPR/GSM/MS) plans and
administers the audiovisual, photography, and video production programs for the
Department of State and the Foreign Service. The audiovisual support and video
production staff:
(1) Provides guidance and technical advice on all
audiovisual and video matters;
(2) Maintains liaison with Congress, the White House,
and other U.S. Government agencies for requested services;
(3) Analyzes and evaluates requests for audiovisual and
video services and determines suitable methods of presentation;
(4) Researches information for projects and writes
copy or scripts when appropriate; and
(5) Provides coordination and technical review of
approved projects from development through completion (including the purchase
of audiovisual, production/post-production services from commercial firms).
b. A/OPR/GSM/MS also manages the Department's Art Bank
program in the Washington, D.C-area of the Department and the U.S. Agency for
International Development.
6 FAM 1922 AUDIOVISUAL SERVICES

A/OPR/GSM/MS provides audiovisual services to the
Department, the White House, Congress, U.S. Government agencies, and
international organizations upon request. Services include:
(1) Design, installation, maintenance, and operation
of simultaneous interpreting equipment, recording equipment, and public address
systems for international conferences, meetings, and special functions
(including press briefings for the President and the Secretary of State);
(2) Video projection (including equipment and
technicians) for screening in auditoriums and conference areas; and
(3) The loan of projection and audio equipment within
the Harry S Truman complex.

A/OPR/GSM/MS photographic services include:
(1) Photographic coverage of events and personalities
concerned with foreign policy such as signing ceremonies for treaties,
swearings-in, international conferences, and state occasions (including photographs
of the President and the Secretary of State);
(2) Photographic support for graphic and technical
projects;
(3) Requests for photographs for Department offices
and other Federal agencies; and
(4) Loan of still camera.
6 FAM 1924 VIDEO PRODUCTION SERVICES

A/OPR/GSM/MS video production services include:
(1) Video coverage of events and personalities
concerned with foreign policy such as signing ceremonies for treaties,
international conferences, seminars, press conferences, and state occasions
within the Harry S Truman Building;
(2) Videotape footage files of personnel,
personalities, and events of interest to the Department and the public;
(3) Videotaping support for television and video
productions;
(4) Requests for videography from Department offices,
other Federal agencies, and public news services;
(5) Edits of videotaped materialadding music,
graphics, narration, credits, and other information as needed;
(6) Duplicates of up to five (5) DVD copies of any
previously recorded material as long as the material is not subject to
copyright laws and regulations (client provides the new blank stock/media); and
(7) Loan of camcorder and tripod equipment.

6 FAM 1926.1 Art Bank Program

The Art Bank of the Office of General Services Management,
Media Services Division (A/OPR/GSM/MS/ART) manages a domestic fine arts program
for the Department of State with a permanent collection of contemporary
American artwork. This art is exhibited in the offices and public areas of the
Harry S Truman Building, the Washington, DC annexes, and the U.S. Agency for
International Development. The Art Bank also maintains the Art Bank Gallery
located in the Marshall Wing of the Harry S Truman Building. Art Bank services
include:
(1) Acquiring a diversified collection of works on
paper by contemporary American artists representing a broad range of artists,
media, and styles;
(2) Assisting the selection and placement of artwork
for individual offices, reception areas, and conference rooms;
(3) Installation, movement, and removal of all Art
Bank artworks. Art Bank staff is the only Department personnel authorized to
move Art Bank artworks within assigned office spaces in DOS facilities;
(4) Selecting or exchanging artwork for
newly-confirmed principals and public areas on a scheduled basis;
(5) Conducting a biannual inventory of artworks in the
collection;
(6) Preserving the collection, including art
restoration and fine arts framing; and
(7) Providing periodic exhibits highlighting artworks
from the collection for the Art Bank Gallery.
