The Office of Career Development and Assignments (HR/CDA)
is responsible for the termination of Foreign Service appointments, except
those contractors, eligible family members, U.S. citizens, and Foreign Service
nationals (FSNs) under the employment program abroad.
3 FAM 2523 POLICY
3 FAM 2523.1 Temporary Appointment

An employee with a Foreign Service temporary appointment
may be separated:
(1) Upon termination of the need for the employees
service; or
(2) The expiration of the employees appointment,
whichever is sooner.
3 FAM 2523.2 Limited Appointment

An employee with a Foreign Service limited appointment may
be terminated:
(1) On a date specified in the personnel action
prepared by HR/CDA effecting the employees appointment;
(2) When the need no longer exists for the employees
service;
(3) When the employee fails to satisfactorily perform
duties of the position;
(4) In case of family member limited appointments, as
provided in 3
FAM 8215;
(5) For misconduct; or
(6) For such other cause as will promote the
efficiency of the service.
3 FAM 2523.3 Recalled and
Reemployed Annuitants

An employee of the Foreign Service who retired under
either the Foreign Service or Civil Service Retirement System, and is recalled
or reemployed, may be terminated by HR/CDA:
(1) When the need for the employees services no
longer exists;
(2) Upon expiration of the period specified in the
employees appointment, whichever is sooner (see 3 FAM 6000 with regards to
annuity payable upon termination); or
(3) For misconduct; or
(4) For such other cause as will promote the
efficiency of the service.
