4 FAH-3 H-141 PAYMENT REQUIREMENTs

a. Obligations may be paid from appropriated funds only when the payments have been duly authorized by law and the obligation has been recorded pursuant to proper authorization (see 4 FAH-3 H-134.1 and 4 FAM 050 for policies concerning obligations). Payments are also subject to certain administrative policies and limitations contained in other sections of the FAM and FAH.

b. Only authorized U.S. Government obligations may be paid. Private individuals and companies may not make themselves voluntary creditors of the United States by assuming and paying its obligations and may not be reimbursed without specific authority of law.

4 FAH-3 H-142 METHOD OF PAYMENT

U.S. disbursing officers or cashiers designated for that purpose make payments of official obligations on vouchers duly certified by an authorized certifying officer (see 4 FAM 400 and 4 FAH-3 H-400 for policies and procedures pertaining to vouchers).
